If I purchase a URL that was used by someone else before me, does
everything get reset to zero by Google? I realize that if there are
links out there pointing to the base URL, they'll still count toward
PR, but SERP's take into account (as I understand it) a URL's
longevity (how long has it been around?, is it registered for more
than 1 year into the future?). Obviously, this could be a good thing
or a bad thing (depending on the footprint left behind). So, does
Google recognize new ownership and zero everything out?
