I have a blog and a domain name. My domain name points to my blog but
I have two options:
1) My domain name is just a frame containing my blog inside (blog
address invisible)
2) My domain name redirect (301) to my blog with thus the address of
my blog in the URL
1 - Do not use frames 2 - Do not redirect a well established site on a domain you own to a less well rated blog on a domain you do not own.
How to make both sites grow from each other? a - place on every page of your site (usually in a template or some included file) a link to the home of your blog b - place in your blog template a link to the home page of your regular web site c - avoid any loss: check that all links to the web site start with www., check that the home of both sites is linked to at point /, not as /index.htm or /index.php
d - place on your web site a RSS box showing the last pages from your blog site feed: your main site will get a better ranking for the corresponding words, and will pass some of this rank to the blog.

Today, owning a domain and managing it is in the range of 5-15$ / year. If your current "domain manager" gives you only the option between the frame and the 301, you should seriously consider register your domain with some othere registrant, more precisely asking for the site transfer. Who is your current registrar?
If you don't know how to do it, tell so and you will get help.

When you post to your blog find the exact page that is created and
link to your website from it. The page you want to link to is a
similar article that you post on your website that liks back to the
lower level blog page.
Google loves links that are swapped between two different entities
that are closely related. Especially if one of them is a blog.
Following this type of process with bum marketing techniques included
I took a PR0 blog to PR3 in about 2 months.

The problem with frames is that the content (links, etc.) is not
directly readable by search engines, directories, link exchange
websites, etc.
The problem with redirect is that I have two different PR, thus two
different URL to optimize, which takes much more time...
Some reciprocal link directories will not accept pages that redirect
to another one AND will not be able to read the link since it only
sees the frame (and not the original page).

I have also some .com domains registered and hosted with webhostingbuzz
You will ask for the transfer of your domain by registering your existing domain with a new domain holder. This should launch the transfer process. Usually your .com domain is protected against such requests, so your current domain holder will have to release the domain. Keep all your mails until the issue is resolved.
