Unfortunately, the documents were only handed over by the current
corrupt administration. They were produced by the previous corrupt
administration. It is unlikely that a subsequent corrupt
administration will give me a better answer. :-)

Unfortunately, not. They pages are are odd sized and oversized.
Shrinking and printing to ledger sized paper makes them illegible.
