I got a PDF document from the government through FOIA. It's about 20
pages of scanned text.
I would like to extract the pages and OCR them.
I tried XPDF to extract the images but it gave me an error saying the
file was password protected.
The Feds gave me a password protected PDF and claim they know nothing
about the password.
How to proceed?
